PHILCCOM INC./PHILCCOM-AFPARU HISTORY

 

 

 

More than Forty years ago (February 28, 1980), The  PHILIPPINE CIVIL COMMUNICATIONS INC. or PHILCCOM INC., a non-profit non-stock organization had been approved by the Securities & Exchange Commission (SEC) with registration no. 91488. 

PHILCCOM INC., is a duly accredited Citizens Band Radio Club by the National Telecommunications Commission (NTC) assigned at Channel 21; 27.215 MHz.

Since February 28, 1980, The group was actively conducting Civic Action Activities and had Served the Nation Through Communications. 

PHILCCOM INC., was also affiliated with various government and non-government organization and as known for it's Public Service operations such as Traffic Situation Monitoring and Assistance, Emergency and Disaster Rescue, and Relief Operations to name a few.

In early 1990’s, the group started to re-organize and revitalized its members.  

The capabilities, abilities and activities undergone by PHILCCOM INC., were known both by the PNP and the AFP, thus BGEN TEODORO Y YABES,  Chief Commel (AFP) and Police Chief Supt. ADOLFO F PUZON (GSC) PNP CES Director, encouraged and advised Mr. Jose N Talens, our National Chairman, to convert our civilian members to reservist pool.

 In early 1995 JOSE N TALENS and its staff started to attend AFPRESCOM meetings and activities, and seek for affiliation through the AFPARU program under BGEN ROGELIO A ASUNCION AFP.   The Memorandum of Agreement (MOA) of AFP and PHILCCOM, materialized under COL FRANCO P FRANCISCO PA (GSC) on 08 March 1996 thus PHILCCOM-AFPARU was established.

Upon approval of the MOA the officers and some members of PHILCCOM submits themselves for Military Orientation Training (MOT).  On May 1996 the MOT participants gathered and started the pre-training stage and under gone rigid physical preparation and examination.  Since then a regular Saturday meeting occurred. 

 

The combined  “KPI/PHILCCOM MOT CL 04-96”, under CAPT RODOLPH G CANNU PA (now a Colonel) started on 18 October 1996 and ended on 30 May 1997. 

A total of 39 PHILCCOM personnel graduated on 23 June 1997.  The combined MOT class participated in various AFPRESCOM sponsored competition and landed as champions in Volleyball and Drill Competition.  The class also conducted tree planting and CIVAC at Trese Marteres Cavite. PHILCCOM Personnel topped MOT CL 04-96 Final Order of Merit

 

PHILCCOM-AFPARU also actively participated and well represented in AFPRESCOM’s Intelligence Community. Fifteen (15) participants of “INTELLIGENCE AND SECURITY MANAGEMENT SEMINAR/WORKSHOP CL 02-96” graduated on 22 August 1996 and ten (10) participants of CL 03-97 graduated on                        .  Since the approval of MOA we hosted the MRICC numerous times.

 

While PHILCCOM-AFPARU MOT Second batch started last 18 April 1998 and concluded last 28 November 1998, with 39 personnel completed the course under the Directorship of MAJ RAUL Y BUNAGAN PA.

 

On 04 May 1998, another MOA between PHILCCOM and AFP had been approved, now with CAPT WALTER A BRIONES PN (MNSA).  This MOA followed strictly the mandates of RA 7077 otherwise known as the Reservist Act of 1991.  On 27 July 1998, the said MOA was approved by the Office of the President through Executive secretary Rolando B. Zamora, thus PHILCCOM-AFPARU 701st Signal Battalion seems to be the first AFPARU of Estrada administration
